The ability to read is the foundation of learning. Research shows that children not reading at a third-grade level by the end of grade 3 will likely have trouble learning in all higher-grader-class subjects.
HB 164 -- Third Grade Reading Guarantee
Retaining students under the third-grade reading guarantee is prohibited based solely on the student’s academic performance in reading unless the student’s principal and teacher agree the student is reading below grade level and is not prepared to be promoted to fourth grade.
