Mark Fairhurst - President

A native of the greater Akron area, Mark grew up and graduated from Mogadore High School and earned a Bachelor of Fine Arts degree from The University of Akron.
He has worked the past 30+ years in Northeast Ohio within the marketing and advertising industry.  Mark is the Executive Director for Embracing Futures, Inc., whose core program provides orthodontic treatment for poor and working families with children suffering from severe orthodontic and jaw misalignment problems. Currently, Mark lives in Tallmadge with his wife, Janet, of 37 years and together they have two children, Ashley , married to Will McGee, and, Scott  and their dog, Reese.  He enjoys his family, and golf and is a girls' fast-pitch softball umpire.

Mike Passarelli - Vice President

Mike joined the Board in January 2023 after serving for 47 years with the Tallmadge Fire Department including 7 years as the Fire Chief from 2015 - 2022. He was honored by the Tallmadge Chamber of Commerce in 2022 with the Humanitarian Award, and named Citizen of the Year by the City of Tallmadge in 2007. A Tallmadge resident for more than 58 years, Passarelli and his wife raised four children and now cherish their role as grandparents, including two grandchildren who will soon start their school career in TCS and two who will or have recently graduated from THS. His wife Patti retired from Tallmadge City Schools where she served as an Instructional Aide for 10 years.  Mike remains active as a medical unit leader on the Eastern Area All Hazards Team Incident Management Group assisting with significant emergency events in 17 states across the northeast and midwest. He also keeps busy by spending time with his grandkids, on home improvement projects, and beekeeping.

Todd Loughry

Todd Loughry
Todd is a 1997 graduate of Tallmadge High School. He and his wife Jessica have two boys, Zachary and Luke, who attend Tallmadge City Schools. He holds a bachelor’s degree in economics from Kent State University and is a financial advisor with Edward Jones. Todd volunteers coaching for Tallmadge Youth Football and enjoys attending sporting events in his free time.

Jennifer Ross

Jennifer Ross
Jennifer has been a Tallmadge resident for 18 years.  She and her husband of 20 years, Ethan, have two daughters, Amelia and Tapanga, both of whom attend THS.  Jennifer is a proud graduate of Ohio University and holds both a Bachelor's and Master's in Education.  Jen enjoys spending time with her family, traveling (she has been to 48 of the 50 states), and taking pictures.   She is extremely active in the schools, serving in the Tallmadge PTA for several years, having held executive board positions at every building level, and is on the Tallmadge Council of PTAs.  Jennifer also serves in various roles at her church, The First Congregational Church in Tallmadge.

Chad Davis

Chad joined the board in January of 2024.  Chad and his wife Nicole have lived in Tallmadge since 2002.  They have three children currently enrolled in the Tallmadge Schools.  Chad is a lifelong traveler, real estate investor, entrepreneur and is the proud owner of a technology company in Tallmadge.  He has been a volunteer in many capacities including serving on the schools finance committee, PTA, iCare, Athletic Boosters, theater programs, school levies, the middle school principal interview committee, and is a dedicated school volunteer.

Board Responsibilities

  • Acts as a policy-making body functioning according to the mandates of state law
  • Represents the state of Ohio and the citizens of Tallmadge as a nonpartisan body on all matters and decisions dealing with public education.
  • Chief advisors to the Superintendent on community attitudes
  • Do not conduct day-to-day operations of the schools but see they are managed well by administrators
  • Evaluate the Superintendent and Treasurer
  • Are not involved in the hiring of employees outside of the Superintendent and Treasurer positions 
  • Act as a committee of the whole on matters requiring official decisions, meaning no Board member has independent authority to speak for the Board

Public Participation at Board Meetings

All meetings of the Board and Board-appointed committees are open to the public.

In order for the Board to fulfill its obligation to complete the planned agenda in an effective and efficient fashion, a maximum of 30 minutes of public participation may be permitted at each meeting.

Each person addressing the Board shall give his/her name and address.  If several people wish to speak, each person is allotted three minutes until the total time of 30 minutes is used.  During that period, no person may speak twice until all who desire to speak have had the opportunity to do so.  Persons desiring more time should follow the procedure of the Board to be placed on the regular agenda.  The period of public participation may be extended by a vote of the majority of the Board, present and voting.

 Agendas are available to all those who attend Board meetings.  The section on the agenda for public participation shall be indicated.
