The ability to read is the foundation of learning. Research shows that children who are not reading at a third-grade level by the end of grade 3 are likely to have trouble learning in all classroom subjects in higher grades.
HB 164 -- Third Grade Reading Guarantee for the 2020-2021 School Year
Prohibits the retention of students under the third-grade reading guarantee based solely on the student’s academic performance in reading during the 2020-2021school year unless the student’s principal and teacher agree the student is reading below grade level and is not prepared to be promoted to fourth grade.
